Seth Fearey

Vice President and Chief Operating Officer

Joint Venture: Silicon Valley Network

Established in 1993, Joint Venture: Silicon Valley Network provides analysis and action on issues affecting the region's economy and quality of life. The organization brings together established and emerging leaders -- from business, government, academia, labor and the broader community -- to spotlight issues and work toward innovative solutions.

Seth Fearey leads Joint Venture's Silicon Valley Wireless Project, which formed a Task Force to issue a Request for Proposal to build a high-speed, wireless, data network that will cover all 1,500 square miles of the region.  The network will be multi-purpose, serving local governments, businesses, and consumers.

Fearey joined Joint Venture in 2004 with 20 years of management experience at Hewlett-Packard and seven years as an economic development consultant. At HP, Seth worked in finance, product marketing, marketing communications, and strategic planning. While at HP Laboratories he managed a university relations program and an information systems department. In 1989 Seth became involved with public policy issues, representing HP on the technology policy committee of the Washington DC-based Computer Systems Policy Project, now the Technology CEO Council. The CSPP's work on the National Information Infrastructure led directly to the formation of Smart Valley, one of the Joint Venture initiatives launched in 1993. Seth served on the board of Smart Valley from 1993 to 1998, leading initiatives in the local government sector.

After leaving HP, Seth worked with Collaborative Economics, then formed Connected Communities to help other communities learn from the Smart Valley example. Clients included 11 counties in California; Chicago; St. Louis; Washington DC; Mesa, Arizona; Ashland, Oregon; Norway, Sweden, and Japan.

Seth serves on the board of CalRHIO, a public benefit organization that is leading the development of a California-wide health information exchange.  He also serves on the board of a community access television provider, the Midpeninsula Community Media Center in Palo Alto.  He provides pro bono strategic planning consulting to Bay Area non-profits through the Stanford Business School Alumni Consulting Team program.

Seth has lived in Silicon Valley for over 30 years.  He has a BA from Occidental College and an MBA from Stanford University.
